Shouldn't you be asking are there any level 31 non raiders? Level 29 is the old level cap for non raiders.

Didn't I already answer this? I chose level 29 because I can understand not getting around to trying a raid until about that point in the "average overall gameplay timeline"... but once you hit level 29 you really don't have any reason not to at least try it... unless you DO have a reason. Technically I could've said level 26, because that's the level requirement for VoG normal. The primary purpose of this thread is to find out the reason why people level 29 and above haven't at least attempted a raid in Destiny. Did that clear things up?
