Because of the way the legendary package and engram systems work it doesn't do you much good to store them up pre-dlc release.
The reason for this is that they have essentially pre determined items inside them when they are created.
What you can do however is [b]level up every faction[/b] so that they are only 50 reputation points or so from the next rank. This way when the dlc drops you can turn in saved up bounties and receive [b]freshly generated[/b] legendary packages from every faction. These new packages will give you HoW level loot.
TL,DR: Don't save engrams and packages, get all factions ready to level up.

Max out crucible and vanguard marks. Have rank 3 in whatever fiction you like on all classes. Once close to release. Have all 5000 xp bounties ready to turn in along with a bunch of public event and cryptarch packages for extra xp. Insta level up new gear.

Get fractions closer to next rank then 50 rep. I have every fraction around 10 or less rep before the next rank. This way a patrol mission will rank it up and i can save the saved up bounty's for new gear and weapons from the packages.

They aren't predetermined, I can take engrams from my titan and open them on my Hunter and get Hunter gear. They are just gated from New dlc

My HoW check list: 1) 200 vanguard marks. 2) 200 crucible marks 3) Stockpiled upgrade materials (Spirit Bloom ect.) 4) 25000 glimmer 5) Stockpiled trade for glimmer items (house banners ect.) 6) Factions leveled to just pre-level up. - Inc Cryptarch. 7) Stockpiled Etherseeds. - Eris liked her Black Wax Idols, soooo at a guess... 8) Stockpiled Exotic shards 9) 10 high exp bounties ready to turn in. Part for leveling gear, part for rep gains. 10) Strange coins ready for that Fridays Xur on the hopes he brings something new.

1) Get 200 Vanguard marks 2) Get 200 Crucible marks 3) Get 10 bounties worth 5,000 exp but don't trade them in. 4) When the DLC launches, use your marks to buy new gear & weapons. 5) Equip the new items. 6) Turn in those bounties.

This is not true. I saved a couple exotic engrams before the dark below and got don't touch me gauntlets. The legendarys I'm not sure but sry yur wrong

The faction thing is a good idea. What do you think would be the best way to get every character 50 points away on every faction? What I mean is, how long before HoW drops should someone start working toward that goal?

I've raised all my factions to 3+ on all 3 characters plus vanguard and crucible so I can get 5 packages on all three characters boooom money shot

Best way would more likely be to just not use Marks till HoW is out and just get every faction to level 3 or up. Buts that if you actually plan on playing the same things over and over even more till then.

So the postmaster packages won't work? I have stored them because I thought that in that form the game doesn't even know yet what will be in there so after HoW I can open them and then they generate into NEW engrams. Atleast I hope so, nothing to lose.

Engrams are fine because you will get cryptarch packages that will contain engrams that can give you dlc content
