It can't be opened alone without exploiting that campus 9 area trick.
(Not sure if this works still)
Otherwise, get a fireteam and open the vault the legit way

I tried. Does not work to my knowledge. Unless I'm not waiting long enough or leaving the area fast enough.

It does, but you have to be careful of other people in the area. They can halt the entire process if they're there. (Mobs will take the plates because they have time to spawn with other people there)
