Do you have an exotic bounty in your inventory already? If so, the third one that would usually be offered is likely one of those you already have. You can't have the same exotic bounty in your inventory more than once.

Ya I completely forgot I had the bounty for thorn. Since you are here do you know why I keep getting the same 3 bounties? I always get the ones for thorn, invective, and bad juju. I have only gotten the one for pocket infinity once and I have never gotten the one for super good advice.

The exotic bounties are offered in two sets. You will either get thorn/bad juju/invective, or pocket infinity/super good advice/bad juju. All you can do is keep turning bounties in and hopefully the next missive is the other set.
