In a nut shell, what I am suggesting is an extra inventory slot that we can place any piece of armor or weapon into, that lets it passively gain a reduced amount of EXP while you already have another item in use, to help people with many non-upgraded items to upgrade them a bit faster.
An example to help explain this better would be:
I already have Red Death equipped while I am turning my bounties in, but I have a whole lot of other exotics that I'd like to level as well, and doing so takes forever if you do not have 3 leveled characters to run bounties on. With the extra "Upgrade" slot, I can place my Mida Multi-Tool into it, and the Mida gains 30%? of any EXP gained for as long as Mida is equipped in the extra slot.
Aside from passively gaining EXP, the items placed in this slot would be inactive.
Another idea I have adding onto this would be to remove all of the separate Auto Rifle/Scout Rifle/Etc Telemetry items and replacing them with ONE single Telemetry item, that when used, unlocks this extra slot for X amount of time, possibly without the EXP penalty because it costs a somewhat rare and consumable item to use in this way. This also helps free up Consumable inventory space by reducing the number of existing Telemetry items. Whether we reduced it to one single item, or Primary/Special/Heavy/Armor, it helps save space compared to having 9 separate telemetries.
Of course, both of these ideas are open to constructive criticism.
