This basically answers your question and that answer is a resounding 'NO!'.

The question he's asking and the question in the link are different. They can adjust PvP and pve separately. They just won't since they're lazy.

I guess you are right in that his answer is to why it is the way it is now and not will they in the future. He did say adding a bunch of code in to try and make the weapons act differently in both Pve and PvP could cause a bunch of problems. Given Bungie's general risk avoidance attitude toward making software changes in the game, I'm pretty sure that they will not implement anything until Destiny 2 (and that is even if they want to make a change at all). I agree that Bungie backed the wrong horse when they made the choice to keep them the same. It should have been obvious even back then that trying to keep balance in two separate domains with different scales and goals would not have been possible. Unfortunatley lack of balance in PvP breaks the game, lack of balance in PvE makes it less fun and the general attitude seems to be that making it less fun is better then breaking one part of the game. Hopefully looking forward Bungie realizes that their mistake is really holding back the game and not continue under the delusion that it is somehow better the way it is now.

Yet they nerfed shotguns in pvp and buffed them in pve? I call bullshit.

I'd imagine the code for adding a constant buff to damage vs non-guardian enemies is probably a lot easier to implement then whatever it would take to back-door in a way to counteract a range nerf. (Keep in mind that the non-guardian damage buff is technically persistent across both PvP and PvE, you just don't notice it during PvP because there are no non-guardian enemies.

So again. Why not non gaurdian damage and range buffs. Lol is thw code shouldnt be this big of an issue for a big name dev company lile bungie...maybe im out of line with that expectation.
-
They might be able to easily add the non-guardian damage buffs, but I'd imagine the range buff would be really tough, since they are probably very conditional. I guess the best answer I can give is...IDK. We can both speculate all day about why/how Bungie should implement this, but they are closed mouthed about the whole thing. That could mean they are working on it, that they have an answer they know we won't like.

Just hope they find happy medium sometime soon
