Another place I noticed you lose heavy ammo is if you fully load one weapon say a rocket launcher then switch to a machine gun for quick use in a certain situation then go back to your rocket launcher most of the ammo will be gone even if you barely used any heavy ammo at all.
I think the ammo should stay with the weapon no matter what happens until you actually use it.

This happens on all weapon types regardless of Armour perks. If you switch weapons you lose Ammo. The more you switch thus the more you lose. Frustrating still but suspect it's to "increase" the challenge and promote group play.

Hmm, I thought that this happens no matter gear you wear? Or does this only happen with "carry more X ammo" armour? Do you lose rocket ammo when you switch between different rockets?

I think so. I haven't tried it without the heavy ammo perk but I'm pretty sure it just had total amnesia when you swap weapons. I wish you could fill every heavy in your inventory with extra heavy ammo drops and use them whenever by just swapping weapons. But that never worked probably even before I had armor with the more heavy perk.
