The Vex Mythoclast has the same reserve ammo as before. However in crucible it has been lowered in the beginning of the match due to a known bug. The reason you may not have as much ammo may be because you have lost the Fusion Rifle Ammo perk. The max ammo on the Vex is still 262.
As for the bad juju, the bug on the hive knight's wall of darkness has be around since launch. It is not a game breaking bug however it is a bug none the less.
I do not know what you are referring to on your shot gun, so I cannot explain accurately. Thanks!

The return to sender perk on the secret handshake is the perk that is not working. I am still wearing the same armor as prepatch and I am getting less ammo (the heart of praxic fire for fusion rifle buff). My ammo seems to be capped at around 175-190ish for the Vex and this is in PVE. I have not went into a PVP match yet.

Return to sender is a chance upon every kill. That is not bugged it is how it is intended. What are you running on your Vex Mythoclast? Equip enhanced battery and tell me what the maximum value of total ammo is please.

This is supposed to just be a chance happening? kind of piss poor wording if said that way and being only a chance happening with the word chance no where in that description. I have enhanced battery on my Vex, I can not equip it and tell you the stats yet (at work), but I will be able to later today or tomorrow.

Performance Bonus and Return to Sender are poorly worded, sorry but I cannot change the perk's text. Keep me posted on your Mythoclast, I'm very active in the #Help and #Feedback sections.

Or, you guys can stop destroying this game in general. You want the players to use the shot gun and pulse rifles more? Make better guns instead of lowering the stats of others...

I am not active or any part of weapon balancing I feel the shotguns were in their place in pvp, PVE buff was needed. However the pulse rifles should have been pulled up to auto rifles. Auto rifles should not have been pulled down.
