Odd... bullet looses power after penetrating and bouncing... maybe it is meant to function properly as either/or... I assume you tried bouncing shots after hitting a target to see if can hit multiple? Second test, see if bouncing, and then piercing can damage multiple, rather than bouncing after piercing. If it only hurts one, It is possible they have something in place so it effectively will function as, either/or rather than both simultaneously. (That would be disappointing, hope it is as Samura said, and just a bug)
