I've been saying they need to pull a page out of Blizzard's book and make sub-class specific raid gear. Gear will drop for the sub-class you have active.

I like the idea of tokens better. You get a token drop which you can turn in for the spec's gear you want. That way if you have to raid as one subclass to get a specific tactic to work, you can still work on the other's gear.
