I'd been searching for a public event for about half an hour trying to finish off the complete 3 public events bounty but wasn't having any luck. Either they didn't appear or the stupid pikes replaced them. Finally I went to patrol the moon, Archers line just when a public started. I went to the spot it normally appears in and the damn thing spawned on me, killing me. I'd spent ages searching for one and then one pops up on my head :-O

There's also a Destiny timers app that will even set reminder alarms on your phone for ya.

Earth is the best place to look for a public event. Its where I always go for that bounty. Hope that helps dude.
