Since the bullet chambering is already bolt action, why not remove the magazine from the mechanics and each chambering action becomes a reload? Thus the gunslinger's reload perk comes into play nicely ( and frankly it's *the* subclass that makes some sort of rpg sense with this weapon ) and it also works with the Titan's and Warlock's reload boosts. Not to mention the armor perks of speeding up special weapon reloads should partially solve the problem. Give it actual ammo reserves and there, problem "solved".
