Yeah there seems to be the Arbiter and his allies, the "Storm" Covenant as seen in H4 and just every day Elites trying to survive. It was only a small mention but I really liked hearing that there are Covenant asylum seekers. It makes the whole conflict seem much more real and that at least some of the people who populate the Covenant are actually just normal people who want to escape from war. Details like that, these small touches, are what makes a fiction like Halo seem compelling to me.
