Or is it because the Installation defenses are not working yet and that's the reason it can't produce it's own sentinels?[/quote]I think they are supposed to have, but that Bungie either hadn't thought of it when they made CE, or that they--because of some reason--didn't include them.
As for why 04b didn't produce its own, I think it might be cause the sentinel launchers weren't online; maybe due to the lack of power or resources, or that they weren't rebuilt yet. Some might have been, depending on what order they build/how they build, but there were evidently not enough sentinels anyway.
EDIT: I've always wondered how the sentinel launchers work.. Are the sentinels sent through long tubes after having been created in a device similar to or the same as the one described in GoO, or are they teleported into the launcher from a storage or machine (the sould seems to suggest that something [i]sci-fi[/i] is going on in there).
