There should be a free-for-all in the wilds of Destiny where there is either... A.a) A world that opens at Lvl 40 that is dedicated to PVP where anyone can kill anyone else anywhere on the map minus a safe zone at world spawn. A.b) Have a quest line for that said world. A.c) Have bounties from a new vendor at that said world. B) Have "Live Events" that spawn like any other live event where if you enter the zone you go into a PVP FFA where the last player standing wins. If you exit the designated area you are DQd.
