Snipers are unbalanced because of multiple reasons of varying scale. The obvious and most called-out unbalance is the aim assist. Even if the values have been practically unchanged since Y1, it doesn't change the fact that snipers should not have aim assist in the first place. Excuse me for wanting the most effective and reliable OHK weapon, which is based on precision, to actually reward precision and skill. Nowadays practically anyone can pick up a sniper and hold a lane down. This shows there's a low skill requirement to use this weapon type. Notice this was also the same case with shotguns before the myriad nerfs.
Snipers also need to descope when shot. I have seen several suggestions to use damage thresholds so as to not make snipers totally useless. I agree with those suggestions. As of now, I can literally unload a maelstrom of precision shots with my Arminius-D into a sniper's face, and they can snipe me right through it. This happens quite often, even in close range. I strafe and move a lot while I shoot, so it's not that I'm an easy target. I partially blame aim assist for this, as you can see the reticle slowdown effect even though gunfire (I've found this through personal experience).
The other rather large issue with sniping, and special weapons in general, is the abundance of ammo. It's very annoying seeing someone run around with a special the entire game. It can be next to impossible to win against one of these players with a primary due mostly to the nature of most special weapons being OHK. There needs to be a reduction of special ammo availability. I'd rather it go the route of Inferno modes in terms of special ammo.
These are my opinions on the whole sniper debacle happening nowadays. I do personally think snipers are unbalanced currently.
