Use the report option in Destiny If you feel and have strong reason to believe another player is cheating. Trust me, things do get handled when it comes to Bungie and players cheating. They have ways of knowing. -
I he just leveled up to 38, after the round started, then he got his super. Not cheating and can only happen until lvl 40, of course.

can't explain how he got his super soooo fast. so i'm going to assume yes.

I was in a match earlier where someone used a Super (Voidwalker also) on me ~1 min into the match; piqued my curiosity as well. Definitely doesn't seem right.
