It's genius actually.
Bungie let's the ranks cap out at Lt. Colonel Grade 3 where they know whether boosted or legit, enough people will 'reach' (lol) within the 1st month or so.
....Meanwhile, you continue to play, working intentionally or unintentionally towards your Commendations gaining cR that boosts you to nowhere since no "next rank" exits.
This explains why they dont care if you Oni Boost or Gruntpocalypse for 40 hours, because all those credits accumulate sure, but don't go to ranking you up.
Once the ranks are finished and added, you'll now have maxed most of the easy Commendations and the only way to rank up further will be to play online.
Gruntpocalypse only really gives around 300cr for completion, it's the commendations that give you the most credits. So that strategy wont be effective after your commendations are maxed, neither will Credit boosting in Campaign, or ANY current strategy.

Anyways, I think the consensus is as follows: You get the appropriate rank when the cap is lifted; cR is cR, whether you get it now or later; no matter how high your commendations are, you still get the same ammount (eg. I have 3 onyx and have always gotten 1100 cR). I'm kinda bummed to hear that GP is getting nerfed. I think everything else should have gotten a boost.
