With the HandC hit alone Scouts are getting buffed in PvE (as HandCs essentially prance around singing "Everything you can do I can do better!"). Add-in a damage increase on-top of a PvE 5% increase and they'll be [i]quite[/i] formidable. In PvP most Autos have a higher TTK than the .9s most Scouts revolve around. That said when you get into the more Pulse Rifle Range most Autos won't be all that effective with the exception of maybe the high Impact Autos (will have a .95s TTK Crit so even then..). Add-in the CQC nature of most maps and it's not looking good. That said Scouts have always been really powerful in Combined Arms and I anticipate them to be used more often with the coming changes.
