How about including random events where the players who are stationed on the reef have to deal with random encounters with fallen raiders... Guardians would have to ready up and engage these foes until they plan to retreat... Of coarse there would be a chance to acquire some rare materials in the aftermath of these skirmishes... It would instill a sense of combat readiness for every guardian bold enough to travel to the edge of the inner system... I remember someone saying in the stream that the reef was this dangerous place to be, kinda like the wild west... I believe [u]social events[/u] like this would instill that feeling that you're not safe there...
