Cannot redeem at Xander 99-40 has "! in green diamond"

You cannot have duplicate exotic bounties. So, if you've got three active bounties in your inventory, the option to redeem your missive just won't pop up when you visit Xander. Complete your active bounties and things should be back to normal.
