If server space and associated costs are a barrier to vault space why not make a small trivial quest to get the extra vault space? It would prevent wasting space on inactive players or players who don't want it. Of course I don't know how the Destiny backend works so server space might not even be an issue. Regardless this could be a chance to take metrics of how many people do the quest and use that information for whatever purpose.
