Is the Last City really a prison?

Sure, from up in the tower the city looks nice and all, but think about it. We have a city, surrounded by a giant wall and towers overlooking the entire area. All goods are shipped up to the city by the same standard flying vehicle. All of it is ensconced in the protective aura of the Traveler. No one is ever seen going down or coming into the Tower from the city. What if the Last City and its surrounding defenses are not meant to necessarily keep things out, but to keep things from getting out? Could it possibly be that there are prisoners, humans, that survived the Darkness and that the Speaker doesn't want us to know that the truth, the truth that those prisoners know--The Darkness is already here, and its the Traveler? Discuss.
