When i go see the requirements for buying the exotic helm of innermost light, I see that you need an exotic shard and 7,500+ glimmer. The confusing part is that the last required item is the helm of innermost light. This doesn't make any sense?
How can you get a helmet that is needed to get the same helmet. (I'm a level 24 Titan if it helps)

what you're seeing isn't to purchase the helm but to upgrade it if you have a pre-dlc version of it. if you have it after the dlc was launched - it's already tier 2 thus does not need an upgrade.

Thats what you need to UPGRADE it. To get it you can get it from xur he sells it quite often i think he sold it like 5 times already or you can get it from a loot drop

Just to add to what others have said, once you do get lucky and get the helmet, it will be the 2.0 (post TDB DLC) version. If Xûr ever offers an upgrade for a better version (ie. with a higher stat buff) you can trade in a 2.0 for a 2.0 to get the "better" version. For example, I had an Exotic helmet purchased from Xûr post DLC. After a week or two he offered it in his upgrade section and it had a higher stat buff, so I traded it up to the better version. Hope that makes sense.

That's just to upgrade it to 2.0. If you got the helm before the new dlc this allows you to upgrade it. I believe any Helm of Innermost Light you receive now through rng/Xur will be the upgraded version.

You must aquire it first through random drops from various play modes. That is only there if you get one that isnt at its highest rating. Like weapons for instance, the older weapons that dropped maxed at 300. When the new expansion came the weapons were upped to 331. So if you got an older drop you use that to upgrade it to its new version that allows for higher levels.
