There are multiple ways to earn them and unlimited amounts of them weekly there is not a set cap to stop earning them the only thing you could consider a cap is at 200 where you have to spend some to earn more unlike the old marks where you could only get 100 weekly so in the long run they are better for everyone since you don't have to wait a whole extra week to get those 20 or 50 marks to buy your helmet chest or gun from your preferred outfitter.
