I'm convinced I figured out how to get the ghorn. I play primarily as my Titan, never used to get drops. So getting bored I decided to make a Hunter and warlock. Right after getting all my characters to level 30 I got ghorn to drop on my Titan. So maybe bungie blesses those who have all high level characters?
