I can't play on steam but i have cross save enabled so it's the same account on both platforms

If you are trying to play dlc not on the platform you bought it on then that is your problem. Forsaken and Shadowkeep dlc licences do not transfer and you are not allowed to access that dlc on another platform even if you are using characters from a platform that does own the content.
