They're the same shape, just formatted a little differently to be smaller and have ascenders and descenders (see attached image). There's a couple fonts ive seen that use them, but not so much in computers cause of what the shift does, so the default is usually uppercase. There's some weird conventions on when to use them, but they do kinda look smoother sometimes.

Arabic numbers ARE lowercase numbers. ROMAN numerals are uppercase numbers.
