The Vanguard were basically used by that position as means to enforce the will of the Speaker(s). Someone way back there saw the opportunity to step up and assert authority (even under the auspices of "order"), and the Speaker was what resulted. "Have this guy convince everyone that he is the appointed and anointed emissary of the Traveler, and no one would dare oppose him." (Until free thinkers like Osiris and all of his intellectual arrogance come along).

Basically Bungie did to the speaker what Disney and round head Rian Johnson did to Luke skywalker. They ruined him and wasted any kind of potential he had. The whole entire story for the beginning of Destiny 2 when you think about it for more than 1 minute is soooooooooo dumb!!!!!!
