Probably not. Bungie has some love affair with their highly unpopular PvP. Perhaps it will some day dawn on them that an insanely, extremely low percentage of players are on Destiny because they want to play PvP. The overwhelmingly vast majority are playing for the PvE and wouldn't touch PvP if there wasn't powerful rewards involved.

I really think that the people involved with the decisions regarding Destiny don’t spend a great deal of time playing their own game...at least the average PvE element. And when they do play...or check out video streamers, it is usually PvP. * Even during the last 18 months of D1, most reveals centered on PVP. The common language when talking about a weapon invariably includes a “time to kill” reference.
