I think the pulse rifles natural tendency to move upwards is why head seeker is so great. Most will hit the body first then move upwards to the head. Again, this is in most cases. It works well with that style of weapon.

But with the max stability people want with these perks, it doesn't really work out. Why would you waste time going for body shots when you can just go for the head? I think the jerking over head seeker came with the messenger from how, but that's not what made the gun alone.

True. I totally agree with that assessment. I don't think max stability with head seeker works well. At that point the player is forcing a miss to get the perk activation.
