5 bucks says the reason for the missing postmaster package is...
My guess it that they programmed it to deliver on reset, which this week happened before the update/hotfix. Next week I'm thinking it will show up like normal.
Edit: Wish I had access to the source code so I could run the debugger on it. Like I said in a comment below, off by 1 errors are the bane of my existence lol.

I checked every character at the post master and nothing then while playing Poe I went to pop a synth and one was sitting my inventory and then checked my hunter and same thing

Never got mine with any of my guardians and it's been over a day now. My mates was sat with his post master. Guess mine was lost in the post.
