Not necessarily. You [i]might[/i] need four sets of servers, but it depends heavily on the structure and content of data being exchanged between the client and the server. And I strongly suspect, based on some of Bungie's statements, that there's no technical barrier in the way of cross-platform play in Destiny--which would mean they could get away with just one set of servers.
