They never said they were beefing the whole race. They mentioned the other subclasses which could mean a buff for some and a nerf for others.

The debuffs always seem to find their way into PvE. I'm really tired of nerfs coming as a result of PvP performance when the abundance of play in this game takes place in PvE.

I think we're going to get to the point where we're literally shooting nerf guns at each other and supers will be reduced to cripple fights.
