Ghelion's Demise, the Fang, or anything with Firefly on it.
Since 300 damage guns are still relevant in every other part of the game other than the raid, I'd say the Fang is the best legendary in the game right now. Level 31 and above enemies are only found in CE so something that deals extra damage to Hive is going to have a higher place than anything else (plus the arc damage doesn't hurt). Before you get that, something that hits like a truck and can deal with crowd control is pretty much a requirement. Those criteria point to Ghelion's Demise. If you weren't fortunate enough to snag one from the last event, you can hope that you'll get it to drop in the next one. In the meantime, the Crucible QM sells the Saterienne Rapier with the Firefly perk. It's impact isn't as good as GD's is, but it'll still do the job.

One that has a medium rate of fire, medium impact, high stability, range, reload with a 20+ base mag, HC rounds, firefly and crowd control. Would be pretty great for pve.
The Calling. It's an FWC scout rifle, I got it from a nightfall, but it's possible to buy it from the Future War Cult. It's mainly good for strikes, and I have never tried it in the crucible.
My opinions are for P v E gameplay.
Firstly let me say, I love Scout Rifles and use different ones on each of my characters. It suprising how the different Scouts with their different 'perks' really affect your style of play and can add to the enjoyment of the game itself. I'm NOT a big number/stats cruncher, so my opinions are based on lots of gameplay using a variety of Scouts on my Destiny journey ...... Here are my opinions -
My first real Scout Rifle was when I got myself a MIDA from Xur and maxed it out to 300. Its 'Radar Active' when scoped perk was a real bonus for me as I worked my way through the game for the first time. I do also have a 331 model but don't really use the MIDA's anymore due to the lack of need of the Radar Active. Perhaps when the new DLC comes out I may find this perk useful again, and that's why they still sit in my Vault just in case. Overall the MIDA Rifles are solid Scouts, but being an Exotic does prevent you using a better Exotic option in your Special or Heavy slots.
The good ole Vision of Confluence was my first real 'power' weapon in Destiny. It made those bastard Wizards pay! It was (and still is) a beast of a gun. Even with its 300 rating it still does fantastic damage. The 'Full Auto' perk can be useful, but I found it made me a bit lazy to be honest and I tend to use it with a quick tap these days (although the odd situation does benefit from the full auto). I currently use this gun on my 3rd Character, and regard it highly still, a fine weapon that I could equip to any of my characters and feel confident.
I'm currently in the process of trying to decide which Scout to place on my 1st character, and which will be on my 2nd. Its a choice currently being played out between the 'Badger CCL' that I got from a drop, and the 'Calling' that I also got from a drop. These are NOT the guns you buy and their perks are alot better imho. The Badger has 'Explosive Rounds' and 'Firefly' and basically does really good damamge with good range. Its slow rate of fire when compared to the others is not a concern to me so far in my PvE experince, but I could see how this would be a problem in PvP. Another perk provides an excitement factor when 'one random bullet will do bonus damage'. The small magazine size of 14 is not an issue so far that I've found so don't be put off by it. The Badger CCL that you can buy isn't as good in my opinion, and I've not bothered with it. The drop version is a beast and has got me through lots of Raids and Nightfalls etc....
The 'Calling' that I got from a drop also has 'Explosive Rounds' and its range can be considerably extended, and unlike the Badger has a better rate of fire, a longer range, better stability, and its reload speed is awesome. It does do slightly less damage, but not by that much and even without 'Firefly' I'm considering using it on my main character and displacing the Badger .... mmmmm .... the Badger does look a bit pudgy and ugly ... mmmm .....
I also have a Crypt Dweller from a drop which has some great perks and seems like a long range option with it huge range, radar active, and firefly. I've honestly not upgraded this gun yet, but when the new DLC comes out this gun may be the option over the MIDA if I need the Radar when scoped. You can get this from dead Orbit, but this drop version has 'Firefly' which adds to its appeal. Looks good too.
And although I do not own them myself I have a friends who runs with both a 'Crusader I' and 'Another NiTC' that he got from drops. They both have 'Explosive Rounds' and 'Firefly' and seem like really good weapons. Much better than the purchased versions and I'd love to get my hands on either of them to test them out.
But for now, for me, its the DROP VERSIONS of the 'Badger CCL' or 'The Calling' that are proving to be the best for my style. Overall I like all of the Scouts though and am glad soo many different people here have so many different opinions while enjoying these great weapons. The DMR's of Destiny ;)

Basically any scout rifle with Outlaw and Firefly for PvE. I dunno what people use for PvP, though aside from MIDA.
