Randal the Vandal has been one of the greatest enemies the City has ever faced, but the poor guy is just stuck sitting by his cave, watching the Forgotten Shore night and day without any rest. The least they can do is give that guy his own thrown to sit on and so his can give his legs a rest. Maybe even pimp out his shank with gold plating and a solar shield.
