Well if they changed it to that then good but I remember that in the beta so long as you played long enough you'd get a legendary eventually, regardless of how you fared.

Either way, at this point, the Iron Banner is more consistent than the Vault, which should not be. They should be equal. Either change the Iron Banner or change the Vault, but one cannot be more viable than the other.
