Yes, exotics are offered right off the bat. Did you have 13 strange coins in preparation? Do you think most people did? No, they didn't. It's also balanced out to the point that you can't wear all exotic. You get one, so hopefully you choose right before wasting stuff upgrading. That's how that system works. As far as legendary gear, grinding up to Rank 2 in anything takes time (so you're earning it) and seeing as you can only earn 100 marks a week it will take you a month, without trading in anything for more marks, to get the legendary armor from one source. Half that time if you go half Crucible and half Vanguard / Faction as most people have done (that or Raid gear). The loot system is not there to hand you want you want. It's not like that in any MMO or anything slightly based off an MMO. If it was there would be no balance and be less of a reason to play the game. Do you think I like getting uncommon weapons all the time? No, it's annoying as hell seeing as I'm level 27, but it's not worth worrying about. If you don't enjoy the game, then sell it back and move on. No one is forcing you to accept the changes on a game that can always be re-patched later on.

I for one did have 13 strange coins, I bought 2 more exotics last week and I have 55 coins in my vault. I've done 4 exotic bounties and I've done the raid 4 times already, almost got it beat on hard too. I reached level 3 in vanguard, crucible and dead orbit. I enjoy playing this game but it gets old fast, there is so many problems with it and the loot caves were one of the few things in this game that was worth doing. I've done maybe 100+ strikes already and probably only got like 4 legendary drops, I could sit at the cave for 15 mins and get one. There's no incentive to do them...with the new cod right around the corner and the nerfs this game is getting it is going to lose a ton of players in the next few months.
