Hey Bungie et al...loving Destiny by the way :)
I get that we can't hear anyone unless they are on your Fireteam to cut down on having to deal with annoying people and mindless chatter, but perhaps we could have bit of a compromise in The Tower?
The thought came to me because The Tower reminds me so much of the lobbies and staging areas of Phantasy Star Online. So here it is:
Why not allow for keyboard 'text bubble' chat in The Tower?
It's a simple yet elegant solution. All the communication with little of the annoyance. Strangers could better interact with each other and could help deliver on the 'shared world shooter' concept of Destiny that you (Bungie) seem so invested in.

Even better, let anyone in the tower talk to the public and have the option to silence them in settings. Options like fire team, friends, everyone or no one.

You have a point. Plus, it's easier to ignore trolls and spammers if it's text. Kinda hard to ignore some kid screaming the same request for boosting over and over when it's blasting directly into your ear.
