I believe the death penalty should be removed, and all crimes committed should be paid back through forced labor.
In other words, bring back the Chain gangs.
It will teach criminals to work, the work they do will cover their cost of imprisonment. They could be put to work building roads, hospitals, universities. The scope of such an undertaking could transform society. We could effectively eliminate crime on the streets and fix our decaying infrastructure.
I'd say even offer them apprenticeship programs. By this I mean allow them to work under carpenters, and masons. Teach them a trade so that when their labor dues are in they have a certificate they can take to the work force. Also, keep some of the better workers on as foremen who can relate to the criminals teaching them how good it was having learned a trade they could use outside of crime.

Hear hear, it makes no practical sense to have to spend so much on inmates that do nothing when they could be providing cheap labor.

Rehabilitation is great, but forcing people to work in a chain gang doesn't seem like such a good solution. The apprenticeship programs on the other hand, that's a definite yes.

The idea of forced labor like ye olde chain gangs or other similar ideas you proposed is a good one, beats having prisoners sitting around doing nothing but taking up space and using up tax payer dollars....[i]and[/i] if put to work while in prison serving their time, then when they get out, a lot of them will have picked up skills that could get them a job and thus far less likely to return to crime and prison. ....I disagree about the death penalty though, that should not be changed, there are some criminals that you just don't want out in society or with the chance to escape, some people just need to die for what they've done in order to keep everyone else safe.

There are truly terrible people we shouldn't risk our lives around. With better planning and consideration it sounds like a solid idea though. But more importantly victimless crimes shouldn't be crimes. So many laws just don't make sense, and make victims of innocent people in order for the prison industry to make money.
