I was atop this roof near the grayson poster and I attacked these goons and I was striking a FEAR like neva before. The FEAR moust have controlled him because the next thing is that one of the goons jumps off into the water. wuut

What matters is not that he doesn't kill people, it is the message that he conveys by trying to avoid lethal force. Of course there are going to be a few slip ups, but they aren't what's important.

He killed someone in his first comic appearance IIRC. Gave him an uppercut and the guy either fell into something or fell to his death and then batman said something like "a deserving end for one of his kind".
