i’m trying to get lightning surge aspect currently but no quests showing how to get it

It comes from The Hallow Part 1. If your Warlock is your first character and you're doing Destined Heroes quest line on it, then you'll get it during that. If your Warlock is an alt character and you've already completed Destined Heroes, then head to the Old Tower Courtyard in the Pale Heart (where Ghost is). There are 6 adventure flags (2 left side, 2 right side, and 2 in the center where you spawn) one of them is The Hallow Part 1.
