Yes you are probably correct. It may be the next expansion though due to all the issues Bungie has been having. It's definitely coming though.

Other speculation. 1 Tier Only. 3 to 4 4 to 5 Tier 5's will allow either edits or rerolls though the same system... Potentially, allowing for the addition of the applicable 'shiny" masterwork i.e. Accelerated Assault.
