I just got a Vanguard Order to "rapidly" defeat enemies with an SMG.
"Fine," I think, "I'll go do a Solo Ops, knock it out real quick!" But nope, as OP said, it takes an entire magazine to kill a red bar, there's no way to "rapidly" kill things with primary weapons.
Eventually I downgraded myself from Ultimate to Grandmaster level and managed to get the order completed, but it didn't feel great stepping down my difficulty just to complete a legendary order.
Ultimate isn't fun.

The enemies spawn infinitely, equip void subclass to get devour on orb pickup, use huckleberry, equip kinetic weapon kills generate orbs. I have done over 100 orders here doing this, if it ain't pvp, this is the best location to get em done fast, efficiently, and no timer. Chill and kill, have fun, reroll orders to your liking, be warned they get expensive after a certain amount of rerolls, the expenses get lowered per completed orders.
