Got it. Unfortunately all cooldowns are mandatory, they cannot be reduced nor bypassed.
It may be showing up against your PSN account because PS is your Active account in cross-save, the account where your characters originate from.
Why are you trying to deactivate cross save?
Do you know that platform accounts can't be unlinked at all, since March 2025? So even if you do deactivate cross-save, no accounts can be unlinked from your Bungie Account.

Oh I understand now, originally didn't know or maybe perhaps it slipped my mind. I’ve lost my original PlayStation account information and attempted to get it back so I wanted to link my new account to it to play PlayStation lol

Unfortunately, you won't be able to unlink the PSN ID that's already linked to your Bungie.net profile. It is no longer possible to unlink gaming platform accounts as of March 2025.
