"A Guardian Rises" questline for new players/characters is broken on step 12 - "Travel to the Tower". Upon traveling to the tower to meet with Zavala, nothing happens. No cutscene or next quest step activates. Appears to be completely stuck/broken. REPRO STEPS: Create new character and play through the "A Guardian Rises" questline for new players up to and including step 11 Reach step 12 Unable to progress ACTUAL RESULT: Unable to progress further than step 12. EXPECTED RESULT: A quest/cutscene/waypoint should activate and the rest of the quest steps should become available. This seems to be missing now.
