Seems to me every one is going to try to just get to 200 on weapons and super, class stat maybe. Grenade and especially melee seem useless if they are additive, my 800 percent melee does 830 percent now, Yay a 4 percent increase for getting to 200. I feel the ability bonuses should be multiplicative but that goes against what Bungie just said about everything being additive ( ps I have no idea how grenade dmg is calculated but assume it is or will be changed to be like melees eventually just to clean things up).
Tldr: melee and grenade stat bonus over 100 should still be multiplicative, one multiplicative bonus to 30 percent should be relatively easy to manage with everything else being additive
-edit, thanks to everyone who pointed out it is multiplicative, must have missed that part when reading. this post is now irrelevant

But the bonus provided by having the melee stat >100 is still multiplicative. Edit: Source 6.19 TWID
The damage bonus provided by this stat is considered to be an increase to the base damage of a player's melee attacks and abilities and is multiplicative with other damage increases. In short, if you're putting together a melee build, you'll want to get your melee stat as high as possible.
For ability damage, it is 100% worth investing into the stat for the ability you base your build around. Oh and the melee stat is multiplicative.

In your example, 800% melee damage + 30% would be 8.3x damage increase The way it is now 800 (8x) * 30 (1.3x) = 10.4x damage. If you want melee damage you must build into the stat.
