You're not leveling up the mw when it's enhanced since it's already maxed out. You have no perks/mods on that decrease charge time so you shouldn't have that 768 charge time, if I recreated your wep in light.gg correctly with stabilty mw.
If anything it's self-correcting when you enhance it.

It isn't a correction, all the other stats correctly have the stat bonus for a Masterworked, crafted Adept. When it levels up to 20, you can see that Range, Handling and Reload all go up by 1; a Masterworked Adept gives +3 to non-MW stats, and crafted Adepts give +4. 1 point of Charge Time is 4ms, so the standard +3 is a 12ms reduction from the base 780 i.e. 768. If anything, it should have gone down to 764.

So, my guess is adepts being the elite version got special consideration for charge time when the standard for fully MW'd adept FRs' programming was developed. When enhanced, you've changed the protocol from the non-enhanced standard to the crafted standard which registers charge time akin to rounds per minute, the latter not being a modifiable stat. Tldr; there is no bug, this is a programmer error. You can choose to either have an unnoticeably-faster-firing & unenhanced FR or you can enhance it for a boringly basic firing enhanced FR.
