Please try clearing your cache.
1. Restart your computer and launch Steam
2. From the Library section, right-click on the game and select Properties from the menu.
3. Select the Local files tab and click the Verify integrity of game files... button.

This worked. I checked firewall and made sure that destiny 2 was being allowed on both public and private networks. it seems that the firewall misconfigured the permissions. Thanks for this.

If you are both playing on the same network, please make sure that you do not have port forwarding enabled.
