I had to pay a synthweave to equip it.

you shouldnt have to use a synthweave to unlock it should be unlocked. same happened to my hunter on the weyloran helmet, the arms from that set, but the cloak worked fine, and also then samurai cloak worked fine, it def has to be a bug and i hope they fix it

May not be the same for you but I found the ornament in the twitch prime special order section. No idea why it's there but whatever
